The Home Government accepted the recomendation with the qualification that the Govenor need not conform to the wishes of the ministers commanding the confidence of the representative assembly where imperial interests were involved. [...] We shall see later on that the constitution of the Australian Comonwealth is far more representative in character than the Canadian constitution and one outstanding difference between the Canadian and the Australian constitutions consists in the fact that the Federal States in Australia are far more autonomous than the provinces of Canada although they all alike enjoy the privileges of respons [...] The predominance of the lawyer the authors of the Report cocede “ is a feature of parliamentary institutions elsewhere ” and they also recognise that the choice of occupations open to the educated classes here being hitherto narrowly limited the preponderance of lawyers in elective bodies is uavoidable. [...] “ At the same time ” they have no doubt that “ so great a political preponderance of men of one calling is clearly not in the interest of the general community.” I can understand educated persons who are not members of the legal profession being jealous of the capture by members of that profession of a large number of seats in the legislature through the elective machinery which they do of cours [...] To enable your readers to appreciate this attitude of the authors of the Report twards lawyers in its proper perspective I quote here a passage descriptive of coditions in England in the 14th and 15th centuries as bearing upon the growing prpoderance of lawyers in the English House of Commons at that period : “ The evidence is very full for the increase in the number of lawyers for the
