Even after dissolution if the House of Representatives again passes the Bill and the Senate refuses to accept it or amends the Bill in a manner unacceptable to the House then the Governor-General arranges for a joint session of the Senate and the House of Representatives and the Bill so rejected or amended is passed by the majority of votes at such joint sitting. [...] The Governors of the States and the Ministry have; direct right of communication with the Secrtary of State for the Colonies. [...] In case of deadlock between the two houses fresh apointments to the Upper House by the Governor is permissible and after a great deal of conflict the practice of swamping the Upper House at the instance of the Ministry has been recognised as a means of removing deadlocks. [...] In the course of such conflict attempts to make resoltions take the place of Appropriation Acts have been deservedly unsuccessful Finally measures have been adopted for the dissolution of the Council in case of deadlock and the return of additional members to the Council at the fresh election at the discretion of the Governor. [...] of the Constitutions of the Commonwealth and of the States in Australia how necessary it is to confer discretionary executive powers in the representatives of the Crown in the Colonies for preventing deadlocks and ensure the smooth working of the constitution.
