tional state of Indian society at the present time a measure of great importance The debate on the introduction of the Bill shows quite clearly that the controversy over it runs the risk of being directed to wrong issues The open avowal of the mover of the desire to promote inter marriage between the castes where the present law forbids such alliances is likely to rouse some amount of opposition f [...] The secti-ri evidently refers to enhancement after the promulgation of the Bengal Tenancy Act and so under a contract of enhancement executed before the passing of the Act the landlord is not barred from enhancing the rent during the period of 15 years from the date thereof. [...] (2) Where the rate of rent paid by the raiyat is below the prevailing rate paid by occupancy raiyats for land of similar description and with similar advantages in the same village or neigbouring vilages or where there has been a rise in the average local 'prices of staple food-crops during the currency of the present rent or where the prductive powers of the land held by the raiyat have bee [...] It was admitted in the first Appellate Court 'that the claim had not been filed within six months of the date of the publication of the notice piscribed by The section and on that admission the District Judge refused interest after the expiration of six. [...] That when the pleader admitted that the claim had not been submitted within six months from-the publication of the notice he was misconstruing altogether the words the date of the publication of the notice." These words at the conclusion of the first clause of sec toA of the Act ought to he construed as meaning the date of the last publiction under sec.
