THE RESOLUTION ON THE REPORT OF THE POLICE Administration of the town of Calcutta for the year 1910 published in the last number of the Calcutta Gazette says that the instructions in the previous report for the further differentiation of juvenile and adult accused have been examined by the Chi [...] Not very long ago the Under-Secretary for India was quetioned in the House of Commons and on last Tuesday Lord Wynford asked in the House of Lords for the reasons of the release of the prisoners in this case. [...] This appears to be indicated by the meaning of the word kula ( ) as The find it in the compound sakulya ('*fTW' ). The.original hula therefore seems to refer to the assembly.of agnates—not in the limited sense of Roman law but in a sense in which it would include the entire tens. [...] At the time of the Smritis the governing bodies of these pugas had perhaps begun to consist merely of royal nominees but it is quite likely that they were originally independent organistions which were brought within the state organism by gradual steps with the development of the power of the central authority. [...] Some of the incidents of the trial of Franz Muller bear analogy to those of the Crippen case but the chief interest of the story as of most murder stories is psychological.
