WE ARE UNABLE TO COMPREHEND WHY THE Government of India had kept in abeyance the publication of the notification or the election of two members to the Imperial Legislative Council by the non-official members of the Legislative Council of the Bengal Presidency until the 22nd of Janary last. [...] It had also been notified long ago dap the result of the elections by the Zemindars agd the Mahomedan community would be declared on the 20th January last and the results were so declarer The nomination of other members by the Government of India were also announced on the 22ed of January last. [...] As the Executive Council is the cabinet of the provincial Governor in all matters of execut-ive administration so the Gjvenor may also act on the advice of the Chief Justice and a Committee of Judges for the efficient judicial administration of the Presidency or Province under his care. [...] 6 7 and 8 of the English Solicitors Act' bears out this position and shows at any rate that the intention of the framers of the Act in regard to this matter was not different from that of the framers of the English Solicitors Act But whatever doubt there might be as to the true intention of the framers of the Legal Practtioners Act are set absolutely at rest by an-examintion of the course o [...] 10 provided that "upon the conclusion of the litigation the fees were to be forthwith levied by the Court from the parties 1py whom the decision may declare them payable norshall the execution of the part of the deo:sion which may relate to the payment of the fees of the pleaders be stayed or postponed ir consequence of appeals being preferred from the decision or on any other account whatsoever.
