The report of the proceedings of the Committee -which was presided over by Lord Loreburn is of unusual interest to the people of this country and may be studied from the Parliamentary Report which is given in some detail in the “India” of 8th September 1916. [...] CHARLES RonEwrs made a statement ’of the official case in the course of which he said that as soon as the effect of the decision in Momod’s case was seen the Government of India at once asked that Legislation should take place to deal with it and at the end of 1913 Lord Crewe agreed that the point had to be dealt with and that it would be reserved for legislation. [...] The rebuff he had met with in the hands of the Secretary of State for India in connection with the representation by the Chambers of Commerce in India had evidently unnerved him and he expressed himself ready to " recommend to the various Chambers of Comerce to agree to leaving the whole discretion in the Governor-General in Council" and to have the whole matter thrashed out in India. [...] the right to sue the Secretary of State when he has broken the law of the land whaever the law may be whatever the law of the land should be for him and for other people together. [...] (2) appears in the following form : In section eighty-four of the Principal Act after the words Governor-General in Legislative Council ' shall be inserted the words or a Local legislature' and at the end of the section shall be inserted the following words :- `A law made by any authority in British India and repugnant to any provision of this or any other Act of Parliament shall to the extent o
