At that Conference the Secretary of State for India attended the opening of the Conference but not the subsequent proceedings evidently because the idea prevailed at the time that India being a dependency she did not come within the scope of the Conference. [...] The scope of the Conference was defined in 1907 as being confined to discussions of matters of common interest between His Majesty's Government and His Majesty's Government of the self-governing Dominions beyond the Seas." Froni the resolution of the Imperial War 'Conference published by us in the last issue rul also the recent communique from the Secretary of State for the Colonies it will be [...] In the recent communique tht following result of the deliberations of the Conference is full of promise for India :- The Conference opines that the re-adjustment of constitutional relation between the component parts of the Empire is too important and intricate a subject to deal with during the war and it should he discussed by a special Imperial Conference immediately after the war. [...] The Conference having examined the memoradum as to the position of Indians in self-govering colonies presented by the Indian representtives accepts the principle of reciprocity of treament and recommends the memorandum to the favourable consideration of the Governments.
