The rcords of the Judicial Committee of the Privy Council Reports of the Public Services Comission Resolutions of Governments in India and speeches by Members of the Legislative Councils all bear testimony to it. [...] We hear frequent coplaints to the effect that many members of the service in the lower as well as the higher ranks seem to be possessed with the idea that the only test wich tells of their fitness for promotion to the higher service is the quantity of work turned out by them. [...] If some of the Hon'ble Judges of the High Court could periodicaly go on tour and make local inspetions of the mofussil Courts they would be in a better position to judge of merits and shortcomings of the officers as also of the administration of justice in the mofussil generaly. [...] The question accordingly reduces to this :—Have the Plaitiff established that these lands were included in the estate at the time of the permanent settlement; in other words was revenue asessed on the basis of the assets of these lands? [...] Tn the total absence of such evidence it is impossible to say that 'merely because the lands are situated within the geographical limits of the estate purchased by the Plaintiffs they were null lands and formed partof the Zemindary at the time of the permanent settlement.
