Judging from the telegraphic summary issued by the Government of India of the Report of the Joint Committee of the House of Commons and the House of Lords on the Indian Constitutional Reforms Bill we must say that the recommendations seem to have been made in a liberal spirit and that they remove in many respects some of the crucial defects in the Bill based as they were mostly on the scheme of c [...] The principle of diarchy introduced in the Provincial Councils will be shorn of its more objectionable features by coupling with it the principle of joint purse and the submission of the budget estimates to the vote of the popular assembly. [...] There is the question of hist-Udall interest there is Gram kharelti there is the Tulturi there is the question of donation for the village shrines for Barwari for school there is the question of agmoni salami of nuzzar salami there is the question of mathout of mangni of Iht.zoori nuzzar for interview with the Zemidar there is the question of parboni * and of a thousand other things b [...] I have got before me the petition that the British Indian Association submitted to the House of Commons on the occasion of the renewal of the Charter of the East India Company in 1853. [...] He has given the texts of the Original Bill the statement of the objects and reasons and the debate in the Legislative Council which would be found very useful in the appreciation of the scope of the Act.
