General Beynon's plea before the Hunter Commission in justification of his orders rfusing members of the Calcutta Bar permission to enter the Punjab to defend their clients undergoing trial before the Lahore Court Martial seems to us to be as worthless as many other inhuman reckless and arbitrary acts done by the military authorities in the Punjab under the plea of military necesity. [...] With regard to the exclusion of outside lawyers Sir William Beynon was unable to explain to the Commission why the prohbition' was necessary and how the appeaance of counsel for the defence engaged from outside the Punjab could have prejudiced the military administration or the proceedings before the Court Martial. [...] In continuation of the above article we futher pointed out in our issue of the 2nd of June last that our view of the law was also supported by the most recent instructions of the Goverment of India in the Manual of Military. Law :- By reference to the English and Indian Army Acts and Rules thereunder we showed last week that under r. 22 of the Indian Army Act corresponding Ito r. 13 of t [...] (c) The testator then gave his grand-children named legacies of a fixed amount out of the sale proceeds of certain houses to be sold on the death of the daughter and the marriage of the grandaughter and he then dealt with the residue.
