Having regard to the irregularities in the procedure that prevailed in the Courts-martial held in the Punjab in connection with the diturbances that occurred there in connection with the Rowlett Act it is interesting to note the recommendations made both in the majority and minority report of the Committee appoined by the Army Council at the conclusion of the War to enquire into the law and [...] The minority in their report say :- We are also of opinion that Courts-martial should he entirely composed of officers trained according to the recommendations of the Majority Report under the heading Legal Knowledge of Officers." In the case of Field General Court-martial it might be advisable to add to the Court two regmental officers in order to satisfy the accused that the Court is fully [...] But it is quite clear that the practice in this country is that the D. H. Certifies the part payment in the application for execution and thereupon the Court having recorded the whole of the petition directs execution to issue for the balance."
