But the Joint Committee was not in favour of making any discrimination between the Ministers the Members of the Executive Council and the Governors and placed them on the same footing in this respect. [...] ” When self-government was accorded to the Dominions the person and properties of British subjects resident therein were protected from the illegal action of Ministers by the existence of the rule of law and it is neither in the iterest of the Ministers nor of the community British or Indian that for the first time in the history of the Empire Minister:al oinees should be created and at the [...] But at the same time it may fairly be urged that when this is done the exemption that is at present enjoyed by the members of the Executive Council who will be in charge of the more important deparment of the State should at the same time be withdrawn. [...] The next important move in the direction of Reforms I have in contemplation is a thorough and complete investigation of the condtions most favourable to the enlargement of the Legislative Council and the expansion of its usfulness as an integral part of the Government machinery. [...] The scheme of the editors and publishers of this work is to present to the public twb volumes of the important enactments by the Government of India which may have any bearing on the Criminal law of the country.
