[...] The Defendant alleged that the register of voters was published under r. 4 on the 23rd of January 1920 that the Plaintiff not having applied for insertion of his name within 15 days from the publication of the voter's list his application was barred by limitation and his name therefore could not be inserted and that registration of name was additional qualifiction.
