N. “In view of the recent announcement on behalf of the Government that they prose shortly to convene a ComitNe foPtIre purpose examining the whole question of the constitution fain Indian Bar we are of opinion that it would not to advisable to proceed at present with legislation affecting only one of the many questions which would necesarily clue under the consideration of such a Committee [...] If there is to be an Indian Bar one of the questions that will have to be considered by the Comittee is whether every member of the Bar will be free both to act and plead as is the practice in many parts of Idia and the Dominions or there is to be any sudivision as there is in the High Court of Enland and partially in the Calcutta High Court where some may only act and others only p [...] The only thing that we could do is to shut them up so as to prevent them from conmitting depredations on society and the only way to get rid of them is to work for the diappearance of the class from which they ore recruited and of the environment in which they are reared. [...] Civlirized Goernments are now committed to the position that one of the objects of punishment is the reformation of the criminal himself. [...] [codes 1882-98 s. 4441—The qualification of nationality was required only in the cases of the Additional and Assistant Sessions Judge% and a further restriction was imposed on the [Act XII of 192 3J.—All restrictions have been removed by the' repeal of 444 and the Judges put on the same footing.
