H. E. the Governor complained that “the real meaning of responsible Government is not fully appreciated either by the electorate or by the members of the Council.” “Responsible Government” observed His Excellency “prvides in effect a partnership between the Legilature and the Executive.” We may be pemitted to point out that in a “responsible Goernment '” in the true sense of the term [...] If and when a minister forfeits the confidence of the Council the prtper course for the membds is to vote want of confidence in him in which event the Governor would be 173"€lxxiv THE CALCUTTA WEEKLY NOTES. [...] The Joint Committee refers to joint deliberations between the members of the Executive Council of the Governor and the ministers or in other words to the meetings of the Cabinet Council of the Governor. [...] The ministers and the members of the Executive Council being equal in number it was obviously the object of the Reform Scheme that the ministers will be able to control the action of the Executive in the following manner. [...] 2 and 3 being sub-lessees tinder the transferee of a notransferable occupancy holding the Plaintiff was not entitled to khas posses of the suit land against them who did neither abandon the holding nor repudiate the Plaintiff's right to receive rent although they did not contest the suit in the Courts below.
