There should be an estimate of the amount of work which it'is possible for a judicial officer to do during the year properly and expeditiously and statistics should be prepared of the average number of cases of the Courts of each district and the 'lumber of judicial officers should be fixed in proportion to the amount of work in each district and the territorial jurisdiction of an officer should b [...] (5) Services of processes should be made more effective by requiring the peons to have invariably the signatures and thumb-impresions of witnesses in the returns and the aid of village panchayeti and chowkidars should be sought for as far as possible who would also be required to put their sjgnatures or finger-impressions in the returns and the system of affidalits of services by identifier [...] (7) Execution proceedings should be epedited by doing away with the necessity of service of notice for settling the terms of sale proclamation and by introducing the system of issuing simultaneously the writ of attachment land sale proclamation which should be served not only on the land in question but also on the judgment-dater personally. [...] The parties in many cases refuse to go to the Administrator-General of Bengal because of the fees he charges and it would be a hership if in the case of small estates parties are compelled to go to him when there are copetent persons available to manage the estate during the minority of the heir. [...] The lower Appellate Court decreed the ap peal and the suit holding on both the poihts in favour of the Plaintiff.
