The Allies at the Peace Confeence proceded to break up old kingdoms and constitute new ones ; and the procedure they followed was the Referendum which showed a scrupulous regard for the principle that the opinion of the majority of the people is one of the primary considerations to be kept in view in the decision of all questions relating to cession or transfer of territory from one sovereignty [...] But if the Courts and the lawyers in the Mofussil observe the busineslike ways of the judges attorneys and counsel on the Original Side of the High Court and the Vakils on the Appellate Side matters would soon be quite different. [...] The bar 'set up by the section under review was enacted for the benefit of the lanlord of the tenure-holder to ensure prompt realisation of the " landlord's fees " and the recording of the name of the succeeding tenurholder.
