The tenants suffered but the legislature perhaps because of the predominance of the landlord element in it or of the novelty of the question never rlieved them. [...] The dearth of cases before the Rent Controller and the general desire on the part of the tenant not to rake the shelter of the Court are due to the pronouncement of the late minister that the 'Act would not remain in force after 31st March 1924.. [...] In this country the judgment of the.Court of Appeal in the Art O'Brien case is still fresh in the public memory. [...] The contesting Respondent rpresents the Sitambari communit5r whd later received a conveyance of the hill from the Raja of Nowagarh and the statutory manager of the Palganj Estate and was then brought.
