As regards the powers of the Bar Council the Comittee’s recommendation is that it should have power to make rules subject to the approval of the High Court in respect of the following matters :- (u) The qualifications admission and certificates of proper persons to be advocates of the High Court. [...] have suggested that The leor Council may make some -arrangement to supplement the eduction the students receive at the Universities by the provision of practical training or lectures on the procedure of the Courts and the duties of members ef the legal profession.- In our opinion the ideal which the Bar Council should have in view is its cumplete indepenence in matters relatiug to the ad [...] Under the present arrangement the work of the University upterially suffers because of the arrangements It has to ninke to meet the needs of those who intend to join the hesal profession. [...] While nobody dinities that the cognizance of the case for actual trial belongs to the Sessions Court and that rlo Magistrate can supersede the power of the Court of Sessions the Magistrate should at the same time see whether in a case thereis enough evidence to put a party on his trill` following the English principle stated above. [...] Upon application for transmission of the decree for execution by the Respondent Afzul Begum assignee of the decree the Master made an order on 17th May 1920 that the certified copy of the decree and a certificate of non-satisfaction signed by a Judge be transmitted to the Court of the Iiitrict Judge of Dacca for execution.
