S. M. Bruce the Prime Minister of Australia sent to Sir Joseph Cook the High Commissioner for Australia a cabled message on Empire Day which contains the following pass— age constituting in itself a concise and graphic description of the relations to the Mother Country and to each other of the members of the Com— munity of Nations which form the British Com— monwealth of Nations. [...] The contrast between the legal position of Dominions as mere de— pendencies of Great Britain to be administered not for their own benefit but for the convenience of the Mother Country and their actual position in accordance with the conventions of the Constitu— tion of the British Empire as free nations co—equal 169"el La THE RALCUTTE WHEEL% NOTES. [...] Many of the Premiers (of the Dominions and Colonies) during the course of that conference delivered notable speeches emphasising the importance of not defining too precisely what the relations of the Dominions were to ourselves. [...] The position of the Dominions in reference to external affairs has been completely revolutionised in the course of the last four years Since the War the Dominions have been given equal rights with Great Britain in the control of the foreign policy of the Empire.
