127 of the Code of Criminal Vrocedure which applies to the police in the town of Calcutta any Magistrate or officer in charge of a police station may coand any unlawful assembly or any assembly five or more persons likely to cause a turbance of the public peace to disperse and it shall therenpon be the duty of the members of such assembly to diSperse accordingly. [...] Under the Calcutta Police Act and the Sububan police iLct the administration of tile police in the town of ca.cutta and ci.e suburbs thereof is vested in the Commissioner of ponce and the police force in these areas is unuer the eclusive direction and control of the Commisioner of police. [...] 17 of the Police Act V of 1861 which provides for the appointment of the residents of a particular place as special police officers by Molgistrate on the application of the police has no application in Calcutta and in this setion the expression used is " spec al police -officer " although all such appointments in the Mofussil which have always been resented by the public as derogatory to the po [...] (1) and (5) read together clearly show that the costs are to be borne by the inhabitants of the affected..area only where the' declaration by the Local 'Government is to the effect that it is expedient to increase the number of police from the conduct of the inhabitants of the area in question and where the circumstances making the area disturbed or dangerous are such that the inhabitants of the [...] 21 of the Calcutta Police Act lays down The Commissioner of police may also if he shall think fit on the application of any person shoaing the necessity of it appoint any additional number of constables to keep the peace at any place within his jurisdiction at the charge or the person applying but subject to the orders of the said Commissioner and for such time as he shall think fit and every
