When Canada and the other Domnions do not contribute any portion of the salary of the members of the Judicial Cortoittee we may claim that the whole of the 8t a.ry of the members of the Judicial Committee for the disposal of Indian appeals should be paid out of the British. [...] If the Parliament would appoint some more Law Lords for strengthening the Judicial Committees of the House of Lords and the Privy Council as well then the Indian legislature may be very reasonably asked to pay half the salary of the members of the Judicial Committee who may be appointed for helping the English Judges in disposing of the Indian appeals. [...] Ispite o: the rigour of the law the Bengal raiyat's right of transfer has of late made great headway towards judicial recognition and with the gradual lifting of the ban on the tranfer the purchaser has been given almost all the rights of ownership except a direct recognition at the hands of an unwilling landlord. [...] In advocating the view taken by him the learned author has not noticed the actual course of changes in the law of transfer 'of occupancy holdings and the long gap of 10 years between the decisions of Nalini Behari :v. [...] Non-transferability of occupancy holdings is one of the die-hards in the tenancy law of Bengal and it is high time that the legislature should put the matter byond the uncertainty of judicial opinions.
