We welcome the veq cleat and lucid eposition of the principles of responsible goverment contained in the speech of H. E. the Governor at the opening of the present session of the Bengal Legislative Council. [...] In extreme cases where the Government is not prepared to accept their advice or is in doubt whether the ministers have the support of the Council or the Conntry the Only constitutional' means by which -a reversal of the Government policy dtay be -brolight abolut is by the ministers submitting their resignation and bringing about a dissolution which is bound to follow if the ministers have the sup [...] He offered the ministry to the leader of the opposition in the past and as the Swarajists would not have it even now he has offered it again to the rest of the members of the Council who may be willing to have a ministry. [...] It has been said that the motion for a supplemetary grant should have followed and not prceded the appointment of ministers for in that case the Council could have taken exception to the personnel of the ministry at the time the grant was asked for. [...] A Governor is expected to select Ministers who can obtain the support of a majority of the members of the Legislative Council but should he fail to do so the Council has the remedy in its own hands and can compel the resignation of the Ministers.
