This is to be secured by a new statute of Westminister to be passed prviding for the legislative independence of the Dominions but making a reservation that any alteration in the succession to the Throne or the Royal Title shall require the assent of the Parliaments of the Dominions as of the Parliament of the United Kindom. [...] The truth of the matter is that in the modern unsophisticated times fear of spirtual consequences has ceased to be an ifluence with the majority of the people and the only code of morals really respected is the Penal Code. [...] Domicile is the main factor in determining the liability to estate duty of the personal property of a deceased person and under the special circumstances of the estate of the late Sir David Yule—perhaps in his lifetime the wealthiest man in the British Empire—it became important for his family to prove that he had changed his Scottish domicile of origin for a domicile in India while the Crown i [...] If any alteration is to he made in the future as it has been made in the past this will require the assent as well of the Parliaments of all the Dominions as of the Parliment of the United Kingdom." Thus the position of the Crown as the chief link of Empire is secured.
