We have already reviewed in these columns the declaration of policy with rgard to the outline scheme of a Federal Constitution for India with the concurrence of the representatives of all parties at the close of the Round Table Conterence as also the debate on the same in the House of Comons. [...] " The Federal Government " said the Prime Minister "will have authority only in such matters concerning the States as will be ceded by their rulers in agreement made by them on entering the Federation :— " The connexion of the States with the Federation will remain subject to the basic principle that in regard t i all matters not ceded by them to the Federation their relations will he with the [...] The following account shows that the Begal Council after being nursed at its birth in the Legislative Department of the Goverment of India and through its migratory career at the Bengal Secretariat and the Government houses has now been provided with a permanent habitation opposite the Town Hall and the High Court. [...] On the completion of the Rotunda built by Sir Ashley Eden at the west 'end of Writers Buildings the Bengal Legislative Council.moved there in 1883 and the Rotunda remained its home till 1910 when it moved first to the Durbar Hall at Bevedere and then three years later to the Council Chaber at Government House vacated by the Imperial I.gislative Council on the removal of the capital t [...] The fact is that the Act of 1892 prvided that the Municipal and District Boards as also the Calcutta University and the Cacutta Corporation were to elect 8 members and the candidates so elected by a majority of votes were to be nominated to the Bengal Council.
