As to the entral Government if both the executive and the legislature be constituted on an AlIndia Federal basis the former should be responsible to the latter except in respect of Defence and External affairs which must be reserved to the Governor-General while Finance also must be controlled in such maner as to ensure the fulfilment of obligations incurred under the authority of the Secr [...] Presumably in England it is considered that the question of the effect of alteration in the terms of the bond on the position of surety ought to be decided by the general law on the subject. [...] The first is the gradual establishment of rules of international law by the crystallisation of principles resulting from the genral practice of nations and by the development of the jurisprudence resulting from the decisions of intenational tribunals in particular the Permanent Court of International Justice. [...] After these preliminary remarks the Government of Great Britain proceeds to point out the difference between the concetion which underlay the preliminary work leading up to the Hague Conference and the conception which influenced the delibertions of the Conference itself. [...] was filed under the Indian Arbitration Act and at the hearing a verbal application was made to the Judge to extend the time for making the award and the Judge extended the time and dismissed an application for setting aside the award: Held (BEANMONT C. J. and BLACKWELL J.) —That the Court has power under the Indian Arbitration Act to extend the time after the award.has been made.
