Judges expound the supreme law to which the prerogatives of the Crown themselves are subject ; and so far are they from being agents of the Crown in the exercise of its prerogative powers that one of their principal functions is to adjudicate on the legality of the exercise of those powers." If Judges are not " persons in His Majesty's service " any reduction of their remuneration on the author [...] Keith in reviewing the proceedings of the last Round Table Conference in the columns of the Journal of the Society of Comparative Legislation puts down the acceptance of the doctrine of responsible Government in the central administration of India as a great advance on the recommedations of the Simon Report. [...] The outcome of the Conference marked a very great advance on the position of the Simon Report for it accepted the doctrine of the introduction of resposible Government in the central administration of India. [...] So far are they from being the agents of the Crown in the execise of its prerogative powers that one of their principal functions is to adjudicate upon the legality of the exercise of these powers." In Professor HOldsworth's view the authority for thus interpreting the phrase " persons in His Majesty's service " is to be found in the law of the Constitution as it exists unaffected by the con [...] li ment; Parliament in the spheres of finance and legislation; the Courts in the sphere of judicature; the justices of the peace in the counties and boroughs; and county borough district and parish councils in the sphere of local government—all are to a large extent independent and autonomous units in the conduct of different parts of the government of the State.
