The Government of India Act of 1919 which reconstituted the Indian and Provicial Legislatures on lines which gave the elected and non-official members a majority of votes introduced a provision for the certification of a measure of legislation rcommended by the Governor-General for the safety tranquillity and interests of British India in case the Legislature failed to pass the same. [...] Even the designation of the executive head of India is to be changed as the term Governor-General in Council is to be dropped and the GovernoGeneral is to be the sole executive for British India and as Viceroy to exercise the suzerainty of the Crown over the Indian States. [...] of the expenditure that will be sumitted by the Governor-General through the Ministers for the vote of the Legislature in the form of demand for grants the latter will have no control. [...] The closing words of the Instruments of Instructions proposed to be embodied in the new constitution would seem to suggest that instead of cohiring responsible SelGovernment on Idia the administration of this country is henceforth to be carried on by the mandates of the Secretary of State and the British Cabinet. [...] It is remarkable that the case in which the Judicial Committee detect so many violations of the correct procedure and seriot's misappreciation of the evidence was handled by the highest laofficers of the Crown and the highest judiciary of the prvince.
