Because of the suzerainty exercisable by the Viceroy and Governor-General the nominees of such States in the Central Legislature will not be able to act contrary to the wishes of the Executive head of the Government of India. [...] Our contributor says that title to a putni vests in the auction-puchaser not on the date of the sale but on pament of the balance of the purchase money which is paid on the 8th day of the sale. [...] In the case of the latter confirmation of the sale is necessary (even though the auction-purchaser may have paid the full amount. of the purchase-money) and it is upon-such confirmation that the sale becomes absolute. [...] The Amenment Act does not provide for the vesting of the property in the auction-purchaser from the date of the sale. [...] Hence as the putni taluk sold did not vest in the auction-purchaser on the date of the sale and as the new Act came into operation just two days after the date of sale and bfore the 8th day of the sale when the title to it vested in the auetiop-purchaser the persons whose interests were jeopardised by the Astern sale can no* avail themselves of the advantages provided in the Act.
