The Council of the English Bar refers to the historical reasons which at The fusion of the Suprerhe Courts with the Seder Dewanv Adaluts gained for members of the Civil Service a pronortion of Judgshins in the High Courts. [...] proposed and now made is in the opinion of the Council " an unwise and retrograde step and alters vitally the status of the High Courts as hith€rto constituted." Those being the views of the Council on the appointment of members of the Civil Service as Judges its views on their admision to the Chief Justiceship can easily be guessed. [...] The history and traditions of the office seem to the Council to negative the idea that a change such as that contemplated is in the smallest degree necesary or desirable in so far as the efficient administration of justice by the High Courts in India is concerned. [...] 210 (3) of the new Bill to open the door to the Chief Justiceships of the High Courts (a) to a member of the Indian Civil Service a Service which in the main carries on the Executive Government of the country and (b) to the persons declared qualified for Judgeships under sec. [...] Where a mortgage deed containing a pesonal covenant to pay the mortgage money is registered the Article of the Limitation Act applicable to a claim based on the pesonal covenant to recover the balance due to the mortgagee after the sale of the morgaged property is Art.
