Suffice it to say that immediately before the new rules the procedure was that the Apellant himself supplied the copies for the preliminary hearing and if the appeal was adniitted he was then required to deposit the costs for the preparation of the printed Paper-Books for the final hearing. [...] For the Advocate for the Appellant got his copies ready at the time of filing the appeal so that there was nothing to wait for and the appeal could be posted for the prelminary hearing as soon as the business of the Court permitted. [...] The response to► that Criticism was the new rule which accepted the principle of using the same Opies at both the hearings but at the same time transferred the responsibility of preparing the copies to the office. [...] This procedure is satisfactory from every point of view for the Appellant being enabled to prepare the different sets cf typed papers at the same time does so at the minimum expense; and as all the papers necessary for the hearing of the appeal are ready even at the time when the appeal is filed there is nothing to delay or postpone the hearing except the convenience of the Court. [...] Our purpose in contrasting the position in respect of appeals of lower value is to point out that if the preparation of Paper-Books for the class of Second Appeals now under discussion had been left to the Appellant the delay in the hearing could be avoided and the serious arrear-logged condition which has resulted would not have come about.
