[...] 9 of the Guardian and Wards Act an application with respect to the guardianship of the person of a minor is to be made to the District Court having juridiction in the place where the minor ordnarily resides. [...] 19 of the Act the father of a minor cannot be appointed or declared the guardian of the person of the minor yet the father is entitled as the natural guardian to take proceedings under sec. [...] Ordinarily the mother of a minor illgitimate child would have the preferential right to the custody of the minor ; but if she lives an immoral life she can be deprived of such custody in the interest of the minor and the minor made over to the custody of the father.
