A census will be taken in 1941 and the result of the operations will have a far-reaching effect on the composition of not only the Governments of the different provinces but also of the services. [...] Even if this aspect of the matter be put on one side the necesary delay in obtaining sanction will cause the evidence to disappear for as our corespondent points out " there is every chance of the relevant records being put up into slips for the preparation of the statistcal details of the Census Reports."
