The Journal of Comparative Legislation for August 1941 received sometime ago which publishes summaries of the legisltion placed on the statute-book during the year 1939 in different countries of the world makes somewhat strange reading in the present-day atmosphere of the world. The correct text is " at a date " and the change of the preposition alters the meaning of the provision completely or rather makes it meaningless.
