But for the blighting shadow of the war which seems to have reduced all normal iterests of life to futility the press should have been vigorously debating on the costitutional issues which have come to the front along with the visit of Sir Stafford Cripps. [...] Of the five items of the scheme only the last two relate to the political status of India and the form of the consttution. [...] The determination of both is posponed to a future date after the conclusion of the war with the proviso that a timlimit is to be fixed for the grant of SelGovernment. [...] The first prviso to the rule requires notice to be issued to the transferor and the judgment-debtor and the Court has to hear their objections to the execution of the decree. [...] 21 of the Civil Procedure Code is in the express words of the rule an application for execution of the decree and it is not an application for leave to execute the decree.
