We do not therefore hear much of the purely social aspect of the confabulations at San Francisco and in every country of the world a public better iformed and more vigilant about international affairs eagerly awaits results of the deliberations -which should be somewhat commensurate with the hopes roused during the terrible ordeal of the war against the Fascist powers in Europe. [...] The Inquiry Committee make some unexceptionable recommendations particularly in regard to the stamping out of corruption and bribery the iprovement in the system ' of recruitment to the public services the abolition of nomination for the Union Boards and the municipalities and a closer contact between the administration and the people. [...] Whatever the acts of omission and commission which may be laid at the door of successive Ministries in Bengal it is outrageous to suggest as is done in the Report that the Chief Secretary of the Goverment who it is assumed will continue to be an I. C. S. officer ought to be set up as a sort of rival to the Chief Minister that the former should have as his agents in the districts the all [...] In that view of the matter alone can the judgment be supported both by the wording of paragraph 9 of the Control Order and the decision of Mr. [...] 2. Temporary viidation of Provincial Debt Laws in certain respects :—While this Ordinance remains in force— (a) the provisions of the Acts set out in the First Schedule and of the amendments enacted after the 1st day of April 1937 -and before the 12th day of December 1944 to the Acts set out in the Second Schedule shall in so far as they relate to or affect promissory notes transactions based
