The correspondent notices also that we seemed to be inclined towards upholding the decision of the Speaker in refusing the Ministry the right to move de novo a demand already thrown out by the House. [...] Where the correspondent finds fault with us however is the point which we emphasised namely that the Speaker virtually took it upon himself to dismiss the Nittistry on the ground that he could not in the circustances permit it to function and to adjourn the House in pursuance of that decision. [...] YoLi appear to have been of opinion that the vote on the demand for Agriculture could not be regared as a casual verdict which did not reflect want of confidence but was a real defeat of the Ministry which must be submitted to and suffeed and further that the Ministry should not be permitted to temporise and to claim that despite the adverse vote it still enjoyed the confidence of the Hous [...] According to you the action of the Speaker in the House virtually amounted to dimissal of the Ministers by Mr. [...] Undoubtedly it is the-function and duty of the Speaker to con.duet and regulate the proceedings of the House according to law and the rules and in disallowing the Ministers to move the demands he not only acted legally rgularly and within his powers but prevented abuse and waste of time of the House as well.
