His membership of the Hunter Commission which all India felt sought rather to whitewash the conduct of the perpetrators of the jallianwalla Bagh massacre rankles in Indian minds but it should not and does not blind us to the positive aspects of his character and' work on the Bench in this country. [...] The birth of the League of Nations some twenty-six years ago was trumpeted at the time as heralding the dawn of a new world of hope and glory. [...] In the U. N. 0. while the five permanent members of the Security Council must be unanimous a vote of seven (out of eleven) members of the Security Council and a two-thirds majority of the members of the General Assembly is sufficient for the United Nations to act. [...] The Permanent Court of International Justice and the International Labour Office were organisations external to the League; the Court is now part of the U. N. 0.' and the Economic and Social Council concerns itself with the functions of the I. L. 0. and covers a wider field. [...] It is not only the residence of the person who happened to be the manager of the family during the year of account which is to be considered ; the period or periods of residence or stay of any grevious manager may also be taken into acount.
