What can be the real tenable basis of parity except positively the theory that the Muslim League represents in the country a separate entity which is entitled therefore to equality of representation with more numerous sections of the population and negtively the fear that otherwise without the safguard of parity the Muslims whom the League claims to represent will suffer at the hands [...] The Muslim League Council has reiterated " that the attainment of the goal of complete sovereign Pakistan still remains the unalterable objective of the Muslims of India for the achievment of which they will if necessary employ every means in their power and consider no sacrifice or suffering too great." The Council thought it fit to emphasise this point in view of the Cabinet Mission's obs [...] Believing as we do in the great importance of maintaining and developing the unity of India we express the hope however that collaboration in the nation's councils would convince champions of Pakistan that the demand for it cannot like the 110"vat. [...] 6 (7) of the Act inehide eesses as defined in the 93mgal Tenancy Act 18851 Can it be said that the intention of the legislature is to allow the cost of collection of rent 0.11y and not of cesses? [...] The test whether the authority of an agent is irrevcable is this : Where the authority of an agent is given for the purpose of effecting any security or of protecting or securing any intrest of the agent it is irrevocable during the subsistence of such security or interest.
