No indication has been given in the Press Note as to the scope of the proposed inquiry or as to the terms of refrence to the Commission which presumably will be made by the Government. [...] ernment will in the absence of a clear and uequivocal statement as to the scope of the prposed inquiry be likened by the public to the appointment by one of the accused in a criminal trial of a tribunal to conduct the trial with a diretion to them to limit their inquiry to finding out the extent of the mischief caused by the offence with which the accused are charged. [...] Thousands of people were allowed to be slaughtered and many more thousands to be maimed although during the whole period of the unparalleled lawlessness a " Popular " Ministry was in office a British Governor was sitting_in the palatial Government House of Calcutta a British Commissioner of Police was supposed to be functioning at his headquarters in Lall Bazar in the centre of Calcutta and a [...] Unless the public are assured that the alleged dclinquencies of the officials concerned will be thoroughly and publicly enquired into and those among them who are found guilty will be dealt with according to law the proposed inquiry will be a mere mockery and the personnel of the Commission however eminent they may be will fail to inspire confidence in the public Mind in Bengal. [...] Under the Government of India Act the prxcntion of any grave menace to the tranquillity of India or any part thereof is one of the special responsibilities of the Governor-General.
