16 of the Act provides that It shall be the duty of the Advocate-General to give advice to the Federal Government upon such legal matters and to perform such other duties of a legal character as may be referred to him by the Governor-General and further that The Advocate-General shalt hold office during the pleasure of the Governor-General. [...] The public are aware that after the pepetration of the Calcutta Massacre in August 1946 the Governor-General dclined to comply with.their demand for the exercise of his special powers under the Government of India Act for the restortion of law and order in Bengal despite the existence of provisions in the Act which make the prevention of any grave menace to the peace and traquillity [...] If the appointment of the team of three was made by the Bengal Government the people of Bengal have a right to ask why it was that the services of the AdvocatGeneral of Bengal were not considered ample and sufficiently meritorious by the Government. [...] All that the constitutional law knows is that there is an official who is popularly known as the Prime Minister has the use of a Country House gets a salary of i10 000 under the Ministers of the Crown Act 1937 when he combines in himself also the office of the First Lord of the Treasury and that he can appoint a ComMittee under the Physical Training and Recreation Act 1937. [...] The Foreign Secrtary negotiates treaties and is responsible for.foreign relations; the First Lord of the Admiralty controls the Navy; the War Secretary controls the Army and the - Secretary of State for India is responsible - for for the Government of India and so on.
