Such a decision shall be taken by the legislature of the prdvince after the first general elec'Hon under the new Constitution." " The Cabinet Mission have throughout maintained the view that the decisions of the sections should in the absence of an agreement to the contrary be taken by a simple majority vote of the representatives in the sections. [...] " It is however clear that other questions of interpretation of the statement of May 16 may arise and His Majesty's Government hope that lit the Council of the Muslim League are able to agree to participate in the Constituent Assembly they will also agree as have the Congress that the Federal Court should be asked to decide matters of interpretation that may be referred to them by either side [...] It will then be resonable that the meetings of the sections of the Constituent Assembly should be postponed until the decision of the Federal Court is known. [...] In the event however of any province electing to participate in the prceedings of a group as contemplated by paragraph 19 the province so electing shall have the additional right of opting out of the group under paragraph 19 (5) and (8). [...] Once the Court can find that an offence has been committed by some meber or members of the unlawful assembly :n prosecution of the common object then whether the principal offender has been convicted or not upon the plain wording of the section the other members may be constructively convicted of that offence providal they are found to have had the necessary intention or knowledge.
