We recall whatever was of good report in the year just over and we venture to express the hope that the year that has been ushered in will see the fruition of many of India’s aspirations and an end to the many miseries heaped on India’s devoted head during the last few years. [...] It includes for example a refeence in paragraph 20 to " the Advisory Committee on the rights of citizens minorities and tribes and excluded areas " which " will contain due representation of the interests affected." Its function " will he to report to the Union Constituent Assembly upon the list of fundamental rights clauses for protecting minorities and a scheme floc the administration of [...] " Due represetation of the interests affected " has an equivocal note about it especially when it is made the subject of a specific paragraph in the Mission's statement and it is not just left to the Constituent Assembly to determine in its own way whatever special provisions needed to be there for safguarding the rights of minorities and the integrity of tribal life in certain areas. [...] 37 has such powers as are necessarily implied by the vesting order and as may be necessary for carrying out the directions of the Court in connection with the realisation and distribution of the debtor's property in accordance with the Insolvency Act. [...] The father of the Appellant was adjudcated an insolvent on the 16th of August 1934 on which date a vesting order was passed in favour of the Receiver in the isolvency proceeding.
