The excuse offered for this unusual infringement on the limited freedom which the Press can claim in this country is that the morale of the police force is of prime importance in these difficult days and that adverse criticism of their conduct is likely to affect prejudicially their loyalty and their efficiency. [...] It was then that the Press at least a large and reputable section of it tame forward with the demand phrased with the insistence that a lacerated public required of it that there should be imediate inquiry and exemplary punisment of wrong-doers irrespective of their membership of the police force. [...] Of course it was the Hindus who were in the fore as far as the calling of the hartal was concerned. [...] Of course the understandable loyalty of many Muslims to the Muslim League in spite of the latter's policy hurting the former as well as Hindus cannot be denied. [...] A workman employed in the whitwashing of the walls and ceiling of a house is person employed in the repair of the house.
