Bengal has been partitioned and the High Court has lost more than half of its terrtorial jurisdiction; the members of the ar practising on the Appellate Side many Of them almost at the end of their career have been thrown on the predicament of choosing to shift their place of activity. [...] Whether the Crown is bound by the words of statute was decied by the Privy Council in Province of Bombay v. Municipal Corporation 51 C. W. N. 317 and it was held that the Indian law and the English law are the same. [...] In fact the then Chief Minister in 1944 made it clear that the appointment of lawyer-Magistrates was the first step towards implementing the scheme of separation of the judiciary from the executive. [...] As a matter of principle of separating the judiciary and the executive and of rcruiting the members of the judiciary from the Bar as a matter of individual merit and as a matter of fairness the lawyeMagistrates have as we have said before every claim to be made permanent and as one connected with the legal profession and the administration of justice in the Province we cannot too strongl [...] The want of a compilation of this nature has been keenly felt both by the officials of all branches of Civil Supplies Department and the general public The contents of the Manual classified according to the subjects have been placed at the beginning of the publication tot 194"Vit.
