The opinion of the Judges and the Home Secrtaries who are responsible for the adminitration of justice and prevention of crime cannot be lightly brushed aside and it rmains to be seen whether the opinion of the humanists or the administrators of justice or that of the mass whose opinion in the Gallup poll which might have reflected its sadistic impulse which used to find epression in [...] The action of the Home Secrtary has been characterised by the Lord Chief Justice as the exercise of the dipensing power under the Stuart Kings which had been repudiated by Parliament ever since the clays of James II and that the 12taL LIM THE CALCUTTA Home Secretary had attempted to alter the law by administrative action.
