" During the days of the foreign Government " writes the worthy doctor " the press was as lunch a patriotic unit as any political party or agitator but under the National Government it is a unit of the Government." No wonder Mr. [...] Acording to the letter of the section the case would not be governed by the sub-section and so no action can be taken under the devenue hale Law for the dues of the first three instalments unless it be held that the instalments already dfaulted (after the amendment) are also duo on the last instalment as arrears. [...] If it was the intention of the legislature that on the default of each instament of ceases they would be considered as arrears of revenue and action taken under the Revenue sale Law to realise the same as such it should have said the simple thing in simple words unequivocally. [...] One is prompted to guess that such might have been the intention of the legislature from the provision made in the second part of the proviso. [...] 151 of the Civil Prcedure Code by ordering the refund of court-fees paid on an application praying that the delay in re-presenting a plaint with the deficit court-fee in pursuance of a prvious order of the Court be excused.
