If the economic condition of the people is not perceptibly improved or placed uequivocally on the road to progress ; if the problem of refugees is not tackled with imagination and with efficiency ; if on the Manbhum issue and generally the West Bengal demand for rightful readjustment of its boundaries explicit assurances are not inunediately available the elections would come we fear to me [...] The word last " in the second proviso to the added sub-section cannot mean only " most recent latest up to now." That meaning could be given if there were clear indications in the proviso or in the preamble to that effect ; of course as to the preamble we are not told what the language of the preamble is or whether there is any pramble at all. [...] We cannot also rule out the intention of the legislature hinted at by the correspodent that it gives a chance to defaulters in respect of the three previous instalments to pay them up when paying the last. [...] We therefore do not think it necessary to say much on it beyond this that the decision of the Privy Council follows another decision of the Privy Council in Saraswati Bahura's case (35 C. W. N. 444) which again has to be taken in the light of the obsevations of their Lordships of the Judicial Committee made in Dinabandhu v. Ashtosh (43 C. W. N 1245). [...] We regret that in the letter under reply published in the previous issue the last two lines in the left-hand column at p. cxli-- That the provisions of this sub-section shall not apply to the word ' last ' is equvocal."—are a misprint for " The word last ' is equivocal."--En.
