The country then faced the unusual postion of the House of Lords ranging itself with the Government (although the Goeminent w.as thought to be divided) against the I louse of Commons. [...] On April 16 however the day bfore the original vote in the House of '4-nmons the [Ionic Secretary had announed his decision to recommend the commuttion of all death sentences to life imprisoment in anticipation of a change in the law. [...] Finally rather than foiSce its own view by the machinery of the PaOament Act which would have posponled the operation of the entire Bill for seval sessions the House uf Commons \ gave way and adopted the Bill without any ehartge in the law regarding the death penalty. [...] Whett a decrec for accounts was passed in a partnership suit required the Plaintiff !0 pay deficit court-fees before execution md the PI:tintiff applied to execute the dcree within twelve years from the payment by him of the deficit court-fees as provided aforesaid by beyond twelve years from the date of the decree: Held—That the execution was barred by limitation under sec. [...] The decree was mpg& of excution on the day it was passed and the execution did not depend on the happenings of a contingency namely the payment of the deficit court-fees.
