Now even if one grants for the sake of argment that plebiscite in the fevered coditions of today would reveal majority support for the drastic and dangerous weapon of war it certainly does not behove the Secretary of the Congress Parlimentary party in one Indian province to challenge in this manner the Prime Minister of India who is naturally the leader of the Congress Party in the U [...] ('ail n.
